Sibayad Peace Treaty with Howler's Rest

I, Lord Eduard Helbrecht, Vizier of Sibayad, hereby issue this formal peace treaty between Sibayad and Ulvric Wolfhide's pack, presently residing at the desert fort near our city.

The terms agreed on Sibayad's side are as follows:

o No attacks upon Ulvric Wolfhide or his known pack members shall be ordered, supported, or carried out under Sibayadi Council authority.

o No break-ins, thefts, or espionage against Ulvric Wolfhide or his known pack members shall be ordered, supported, or carried out under Sibayadi Council authority.

o No request made to the Sibayadi Council for such hostile or covert action shall be approved or supported.

o Sibayad shall not fund the relocation of the desert fort. Should Ulvric Wolfhide and his pack wish to relocate, they are free to pursue that matter themselves in negotiation with the Merchant League.

As Sibayad acts in good faith upon this agreement, any concerns, suspicions, or grievances arising in future are expected to be brought before the Sibayadi Council in civil fashion, rather than made into open hostility.
