Echo Hemlocke-Ralkai - Councilor of Cordor.

Notably governing alongside Giogi Silveroak and Jolly Fiddlesticks. She was known for her patriotism and love of her citizens.  

Details: She is a fraternal twin.

Her clan origins have several roots. Her mother was Mary Ralkai (Formerly Mary Swordhill). Clan Swordhill of Fort Bendir, formerly of Light Keep, formerly of Lurien; paladins and monks.

Description: Councilor Echo was a druid priestess of Cyrrollalee. She was often sporting elaborate nature tattoos that had embedded gems and gem dusts. She was known for her bright demeanor, loving personality and staunch support of Cordorians.

Achievements: She pioneered council meetings held in the Meeting Hall; a space which was used prior only for big decisions or announcements. This change allowed all Cordorians to participate in government by allowing them to voice their opinions and see how their elected officials voted.

She governed during the Crown of Horns crisis and ensured that Cordor would be a hub of information and safety.

She gave her patronage often which helped reinvigorate the Bramble Watch and gave them standing with the government, provoked the establishment of embassies from other island settlements which bolstered Cordor as the leader on the island, and fostered law and order by establishing magistrates and defense lawyers.  

She began her time in politics as the Commissioner of Trade and became known for her extravagant Trade Days that hosted merchants from across the island in Cordor's Merchant District.

During her time governing, she orchestrated the defeat of Wharftown in their first war using purely economic means.

She is credited alongside Jolly Fiddlesticks for creating the first and last recorded non-monarch/nobility based symbol for Cordor: the noble blue stag on a field of gold.

Jolly Fiddlesticks: The Noble Blue Stag of Cordor is unlike other stags. You don't want to meet it in a dark alley because it might shiv you.

Death:

She was struck down by a Banite Assassin, during her second war with Wharftown, at the Ruins of Old Stonehold when leading a run for end-of-year resources for Cordor's stockpiles.

-Salaskar, Dusk declines Trade Commissioner position

-Arron, Sen in charge of City cleanup project

Meeting Two

-Vidarian, Amakir requesting salary and office if to become Trade Commissioner

-Lence, Webber to receive coin for Avora upkeep until Captain found

-Militia disbanded in favor of well trained and disciplined Guard

Meeting Three

-Trade Commissioner to receive 500 coin per month salary

-Office space for Trade Commissioner declined

-Birbag, Bourd considered for Trade Commissioner position

Meeting four

-Undead Infestation = no minutes to be kept

Meeting Five

-Charges against Lence, Webber considered for the Avora's Deed changing hands without consultation

-State of Emergency Protocol (forwarded by Jason, Agis) rejected due to wording

-Crematorium misuse (lack of use) brought up by Xal'krith

-Shane, Arstead to be charged (dependent on Guard) for swindling back into property he has no right to (no citizenship)

Meeting Six

-Jason, Agis to replace Aberthine as Commander of City Guard upon his return

-Guard Command Staff to maintain Guard quality in his absence

Meeting Seven

-Tyrnn'delynn proposes 4, 000 coin salary/budget for Magistricy

-Giogi, Silveroak disagrees = decision pending

Meeting Eight

-Captain Mari, Meyne to keep Avora's deed until the undead infestation ends

-Captain M.M. will receive salary for Avora upkeep

-Lence, Webber lost deed due to neglect but will not be charged due to returning coin given to him for Avora's upkeep

-Discussion to elevate Eldafire to Head Magistrate

-Magistrate to receive 400 coin a month

-Head Magistrate to receive 800 coin a month

Meeting Nine

-Wharftown Mayor Melles and Commander of the Waymen Elanesse

-Letter from Selious stating Aberthine and Hogdish were citizens of Wharftown during Gohruk's election supposedly orchestrated by Fiddlesticks

-Matter put to rest as Council decided that at the time of writing Mr. Selious was bitter due to being removed from his official position

-Mayor Melles (Wharftown) =relations between W and C best if both stayed out of the other's business?

-Melles suggested relations would be better if Banites and infernalists were struck from the DA list = motion struck down

-C offers 60, 000 cloth for 30, 000 stone or 43, 000 cloth for 30, 000 stone to W - W accepts second offer

Meeting Ten

-Olivia, Moonslove of Roth and Company mentions that the DA law could see Roth and Company charged due to their legal activities

-Alterations will be discussed

-Adel Xal'krith of Roth and Company mentions threats against herself due to her interest in the Cremotorium property = redirected to Guard

-Ranger of Bramble mention Tower members tolling the bridge between the Tower and Cordor = redirected to Guard

-Private Arthur mentions Tower attacking settlements = can not be confirmed due to the inability to contact settlement leaders

Meeting Eleven

-Bounties for Abel and Sull put up by Jason approved by Fiddlesticks and Silveroak before the bounties were posted

-Roth and Comp. approach Council concerning matters outlined in Meeting Ten

-Stockpiles of wood and metal took hit during undead infestation

-Prices will not be raised at this time

Meeting Twelve

-Lt Tristan mentions permanent exile of Mr. Blackwater and seizure of his property due to various crimes

-Exile will commence once the City Guard get a hold of and charge Blackwater

-Asen, Roland case brought to Council for review from Magistrate

-Lt. Tristan suggests no trial for Victoria, Lane due to overwhelming evidence

-C. Ralkai disagrees due to Citizen rights = no decision due to contending votes

-Lt. Tristan suggests raising bounty on Abel due to Wharftown's bounty claiming to want him dead = no decision due to contending votes

Meeting Thirteen

-Chronalis's request for a writ of vigilance denied

-Lt. Tristan suggests he receive a pay raise, control of all cases dealt with by the Guard, a shop and a house because his work deserves such

-Lt. Tristan reason being that the Magistrate gets paid and they 'piss on' all of his work

-Lt. Tristan suggests Magistrate get paid by trial undertaken and that Citizen's unable to pay a fee of trial should be denied that basic right (fee of trial would go towards paying the Magistrate) = denied but Guard pay will be looked at

-Regent of Brog attended to trade with Cordor

-Meeting paused when Private Arthur insulted the Regent by stating the throne chairs were reserved for 'special attendees'

-Siveroak remedied situation - Brog to trade 30,000 units of stone

Meeting Fourteen

-Tathkar, Eisgrim voted into Magistracy

-Council prepared to offer aid in way of supplies or diplomatic assistance to Wharftown as they battle a hostile faction

-Asen's exile revoked due to the transportation of bodies not being illegal unless proof of murder accompanies

-Asen will be exiled due to be an ill influence on Cordor

-Eldafie suggests Magistarte be able to remove exile without assistance - denied

-All criminal cases to be brought to the City Guard

-Roth suggests increasing Guard's pay, for Council to meet with Magistrate in discussing procedures; that judges and candidates for the 'Good Ideas Fund' meet in City Hall so winners may be chosen with the assistance of Councillors

Meeting Fifteen - outside of Jailhouse

-Council to step in as Guard Commander

-Charges of sedition and perjury to be dropped against Eldafire

-Lt. Tristan to be demoted to Sargeant pending 3 month review

Meeting Sixteen - In Guard's Barracks

-Lt. Tristan back to Lt. by Jolly and Giogi

-Echo holds to 3 month review but outvoted

Meeting Seventeen

-Eldafire tells of Lt. Tristan reopening sedition case due to being ordered by Council - this is false - council never ordered such

-Magistrate requested vote for pardon - vote to be held when all three councillor may meet

-Eldafire requests Lt. Tristan and Corporal Arthur not be allowed to charge her due to bias - denied

-Eldafire to file complaint and speak with Magistrate as is the avenue taken by Denizens and Citizens alike

Meeting Eighteen

-Decision to lift exile on Trent, Lormain suspended until further consultation with the Guard takes place.

Meeting Nineteen

-Karen, Eldafire made Commander until Jason, Agis returns

-Lt. Tristan asks to maintain Eldafire's key during his investigation; matter handed over to Commander Eldafire

-Corporal Cassandra proposes; a) Commander absent = Command Staff to take over until new Commander voted in, b) city Official cannot hold two official positions at the same time, and c)any rank below Commander cannot be changed by the Council without a FULL Council vote

-Fiddlesticks proposes low ranking Guards to only laydown summary charges until a senior Guard could review the case; public very unhappy of those. Vrock, Rullof points out that criminals could be on the loose while senior Guards were sought; Sergeant Merryland suggests that a state of distrust between Guards could form from requiring a Senior officer present during an arrest; Magistrate Eldafire reminds Council that such a system is already in place by associating powers with rank.

-Magistrate Eldafire revokes request for pardon as such is only available to those accused and charged with a crime

-Mr. Roth states that a clear line to appeal is not available to the public; matter turned over to the Magistrate

-Corporal Arthur a) definition of Sedition within the Cordor Law too vague and offered a more in-depth definition - Council agrees to consider the alteration once Magistrate has looked over the wording - Mr. Roth stated that the Corporal's definition would be a breach of justice and could easily infringe on the rights of Citizens, and b) Guard pay be reviewed though it already is in review due to Mr. Roth asking such be done in an earlier meeting

-Through discussion it came to light that Gerald had overlooked the Guard's budget of 15,000 coin; Council voted unaminously to reinstate such

-D.A. law to be amended so that legal assistance not be  a violation of said law, Magistrate to write up for review and finalization

-Magistrate Eldafire accepts position as Head Magistrate and requests that the keys to the barracks and Tribunal be separated.

-Magistrate pay and Guard pay are not to be lumped together while either is under consideration both are separate entities.

-Head Magistrate Eldafire insists on 4,000 coin budget for Magistrate; Magistrate Firsala relinquishing pay into the budget

-Council voted to keep Magistrate pay as is and that the way the Magistrate deals with it's budget is up to themselves (pay or expenses)

-Lt. Tristan brings up Criminal Esther case but is redirected to the Magistrate

-Ambassador of Myon Mith, Ossear officially introduces himself and lets it be known that Lord Cav'raj of Myon extends his allies against dark forces
