Draft Proposals for New Laws After Unification

1. A majority decision of 2 against 3 amongst individual Leaders of dwarf, gnome, or hin will oblige the dissenting party to act according to the majority.

2. Any military or settlement official of any rank below Leader, will comply with the orders of any of Leader of any of the three peoples of dwarf, gnome or hin.

3. Any person of any of the three folks of dwarf, gnome or hin, who is accused of crime, will be judged guilty or not guilty by majority decision of the three Leaders of the three folks, or any person deputised by said Leaders to judge in their stead in the accusation.

4. Any person found guilty of crime will be punished according to the local law of the folk where the crime was committed, or of the folk to whom the victim belonged if the crime was committed outside of the territorial boundary. In the event of law not specifically covering the circumstances of said crime, the punishment will be set by the Leader of the victimimised folk in question.

5. The majority will of the three Leaders is final over any and all matters of law, liberty and life.

6. In the event that majority will of two Leaders of two Earthkin-folks is so utterly contrary to the interests of the third folk, the remaining remedy to the dissenting Leader will be secession. Such a step is final, as befits the gravity and emergency of dissent from the common will. There is no half-way step, as such dissent should not be used for trifling and temporary matters.

The Protectorate of Bounty's Forge

A nation needs a name, one that symbolizes it's heart felt ideals, work, and most of all, it's people. I have chosen this name with that in mind. A protectorate, ofcourse, is a nation controlled or protected by another. You may ask, 'What nation controls or protectors ours?'. And this is apt to ask. But the answer is simple in matter and truth: It is the Gods' realms that protects us, guides us, it is They who fire our forges and give us our bounty. And thus, we serve the gods in Bounty's Forge. From Mountain, to Valley, and inbetween and below, our land is the forged bounty of the Gods. From snow peak to rolling hills, it is our Bounty to harvest and reap, and our toil before the Gods in which it is forged. That which we build and grow is inseparable from what we are provided by the Gods. Thus, we should honor our gods and our forefathers with a name strong of heart and true in meaning.

It shall be one nation, one border, united with no divsion of it's people. It shall encompass all of our lands, all of our people, under the watch of the Gods.

The Government of Bounty's Forge

The Protectors

From each Earthkin race shall a Protector be raised. This council of Three shall lead us in the affairs of governing. Each Protector will oversee their own area of government, and convene for unanimous consensus in all aspects not delegated to them by this Charter. Of the Dwarfs, strong warriors and trademen, they will oversee the aspects of War and Trade. Of the Hin, providers and hearthkeepers, they will oversee aspects of Well Being and Nature. And the gnomes, of brilliant mind, of these they will oversee the aspects of Magic and Works.

Each Protector is not expected to be an expert in these fields, and as such, shall form small councils around these aspects, of which they will lead as they see best fit to serve the people. There shall be no limit or requirement of these small councils, but one; these councils shall be made such that any Earthkin race may partake within them, and shall not be limited to the Protector's race.

The Military

All military command will be vested under the watch of the Dwarf Protector. They shall oversee the Military, appoint it's leadership, it's standards, and make direction to this leadership in matters of War.

The Military shall consist of One main body, all former units merged into such. The military shall be appointed a Warden, the leader, and the Warden shall appoint Commanders. These Commanders shall oversee their regional commands. The regional commands shall be the Sea, the Dale, the Mountain, and the Below. Of the ranks within these regional commands, they shall be structured the same for each. A Commander, a second in command that trains to replace the Commander, a junior officer that trains to replace the captain. Below the officers shall be the Recruit, whom is promoted to a general troop, then upon deed, promoted to an Elite. The names of these ranks shall be determined by the Regional Commander, and the ranks transfer between the branches of the commands. Command priority will be given to the Command of the Region in question. Regional Commands will be responsible for law enforcement.
