Contract - The Eyes - Ayra Greencloak
You, as a Sentinel, are obliged to fulfill and exceed all expectations during your time of service. You are obligated to follow all lawful orders of your appointed superiors, and never abuse the authority of the men assigned to your watch. You will not abandon your post when you are required to remain, and you will not abandon the Eyes.
You are sworn to follow all lawful orders handed down from the Chancellor, the Chancellor's cabinet, and ranking Eyes Officers. As a Sentinel, you will conduct yourself professionally and never deliver unlawful orders to the men under you, and recruit only men and women of good character into the Eyes.
Once signed, you are obliged by the words penned to this contract. Your signature affirms that you have read and accepted the terms listed above, and the contract will last the length of time until next election.

A Guide to Reporting
In order to ensure orderly formatting across reports, refer to this document when writing of encounters on duty. When filing a report on incidents, two parts are to be included. The first part is a description of the suspect involved, and the second part will contain the chain of events that transpired.
Name: John Doe
Sex: Male
Race: Human
Clothing: Insert as much description as you can in recounting the perpetrator's attire.
Distinguishing Features: Include hair color and cut, eye color, scars, tattooes, etc.
Equipment: Include weaponry and any other miscellaneous items they carry on their person.
Additional Information: Include the perpetrator's skillset, talents, acquaintances, etc. Any details that do not fit in the aboved categories.
Date of Incident: Write down the day, month, and year the incident took place.
Parties Involved: Write down those immediately involved with the incident, including victims and perpetrators.
Manuscript of the Silent Hand
Once the most powerful force within the back-alleys of Cordor, the Silent Hand was a guild of ambitious theives and assassins. Armed with sharp wits and even sharper knives, the Silent Hand had tremendous influence not only in Cordor, but much of the island as a whole.
While the Silent Hand is no more, some of the tricks of the trade are mentioned within this small notebook. Old and well worn, the pages are practically falling out of the book; one can only read a scant few pages before the book falls apart. What little that can be gleamed from such musings, however, can be of great use to many a clever rogue.
Account: Here, be specific as possible. From start to finish, write down what triggered the incident in question, how events played out, and how the events concluded. If you were not present, gather eye-witness testimony to piece together what happened.

Escalation of Force
This will be an overview of how to handle difficult situations. As it stands, the first response to an adverse situation as a member of the Eyes should not be to draw your sword and cut someone down - unless they are affiliated with those from the Underdark and other such unsavory peoples.
Warning: When encountering someone in violation of Cordor's law, first command them to halt. Attempt to defuse the situation from thereafter if the perpetrator is reasonable via warnings.
Fine: If the perpetrator is being noncompliant and dismissal of warnings presented, you will have the authority to issue a fine. The amount will depend on the severity of the crime.
Draw: If there is continued belligerence on the part of the perpetrator, draw your weapons and issue another warning. Note: This is to be reserved for serious violations of the law and those who are an immediate danger to those around them.
Defend: As a last resort, defend yourselves and the people of Cordor with extreme prejudice and remove the criminal from the city. This should be reserved for encounters that you believe, beyond the shadow of a doubt, will end in violence.
These are general guidelines on how to deal with miscreants and trouble-makers. Use your sense and intuition when dealing with a situation, as no two are bound to be alike. Again, denizens of Andunor are open to immediate removal and are not protected by these rules.

The Eyes' Structure: Rank and File
Oculus: The leader of the Eyes, responsible for maintaining a well-ordered peacekeeping force at the behest of the Chancellor. He will create new orders for those below him and plan operations to ensure Cordor's security.
Overseer: Superior officers to all others within the Eyes. Overseers will handle all large-scale operations and activities in the case of the Oculus' absence. They have the authority to approve promotions and divvy out demotions and demerits for substandard performance.
Sentinel: Senior members of the Eyes. They will be more boots-on-the-ground focused than the Overseer above them, and deal with organization of smaller scale operations such as patrols within Cordor's territories and ensuring general peace within the city's limits. They are also responsible for monitoring Watchers and Observers to gauge their performance and instruct them on their duties.
Watcher: A fully-inducted member of the Eyes. They've proven their capability in security operations and have full authority to uphold the law within Cordor's territories. They report directly to the Sentinel above them and are expected to obey all orders handed down.
Observer: A raw recruit still untested and unproven. They have limited authority within Cordor's territories. They are to accompany a Sentinel and his or her Watchers during patrols to learn the proper procedures and handling of difficult situations. They have no authority to enact the law without a Watcher present.
