Exile: Mara Lynch
Mara Lynch of House de Laveau is hereby declared exile and deemed unwelcome in the domain of Sibayad.
In the spirit of reconciliation, she was once pardoned for prior offenses and permitted to remain within Sibayad, on the condition she conduct herself befitting befitting the amnesty granted. As she has chosen to abuse this clemency, we are acting accordingly.

DISRUPTION OF TRADE
1) House Loslansiran, along with their allies of House de Laveau, propagated lies about a plague on the island of Arelith - claiming fifty Cordorians dead and contagion spreading across the surface. These lies were quickly disproven, but caused major disruption to trade during this period with people being forced to wear masks or otherwise intimidated, beaten, threatened, whipped and even killed.
2) After the plague rumour faded, new lies were introduced claiming the control and take over of the Government by vampires. Unlawful Martial Law was declared and a coup attempted by both Houses resulting in cities above and below declaring Sibayad unsafe for travel.
3) Upon her return to Sibayad, Mara Lynch persisted in deliberate provocation. She sought to incite violence and undermine trade by publicly mocking the prior plague deceptions, endangering patrons of the Gilded Mirage through reckless invitations to her enemies, and attempting to use public spaces as shields against the consequences of her own conduct.
4) Above behaviors have carried on consistently. Resisting Arbitration's demand to leave premises after multiple counts of being told so. Acting ignorant to her crimes while being consistently informed of them since initial pardon about coup.

1) Inciting acts or rebellion against Sibayadi authority. Multiple counts.
2) Sabotage of township. Multiple counts. Severe case of seeking ear of Myon leadership, in pursuit to incite aggression against Sibayad. This failed by communication of Seneschal and Vizier.

TREASON
The unlawful declaration of Martial Law and the attempted coup by Houses Loslansiran and de Laveau constitute Treason against Sibayad and its ruling government.

Mara Lynch is hereby stripped of all protection under Sibayad's law and denied the privileges of property, commerce, or safe conduct within the settlement. She is not welcome.
She is repeat offender, and does not obey the Law, nor respect it. Defense and Arbitration encourages citizens to vigilance, rebuke, and violence if Mara Lynch is seen near our town disrupting peace. If this should occur, report to Arbiters after the fact.
