Axehold Defense Accords in 161 AR
The Iron Throne and the Weatherstone, pt. 1
There seems to be a fair bit of confusion about what happened between the Iron Throne and Guldorand, regarding the Weatherstone. I handled a fair part of the matter, so I'll speak on it.
Archmage Yusmena is the new leading Archmage of the Arcane Tower. She is also an Archmage within the Iron Throne's organization, and was trusted with the task of using the Weatherstone to keep their ships safe. The Iron Throne is moving to Fortress Guldorand, and is one of the Founding Council members, meaning they contributed to the City's formation.
To this end Yusmena reached out to Guldorand's government, and Samantha and myself were available at the time. The situation was explained thus: The Iron Throne's wealth and citizenry were all on a fleet of ships headed for the City. They had suffered losses already, and intended to ensure this last leg of their journey would be met with success, using every tool at their disposal. Their mages had divined strong storms in the coming month that would cost them further, and they sought to use the Weatherstone to prevent them.
Yusmena intended to only inform us of the event. I insisted that we have a presence there, that we oversee the proceedings, and that Yusmena understand that we consider the Weatherstone to be nearly sacred. She stated she would be the only one to use it, would be fine with us being present so long as we didn't interfere, and offered a mercenary's wage since we expected to help them push back the Talassians. It was countered that I would be permitted to be present right at the stone, to take over if she was unable to use it properly. This was agreed upon, and we set off.

The Peace Summit and Me
Ikarus contacted me and we met in Dis. Apparently my attack against his feast had the desired result, just a delay in it taking effect. He wants me at the peace summit, as I've proved to be a "thorn in his side" and my actions showed that his war will not earn enemies of Guldorand alone. I apparently "earned a seat" in his eyes. Let me know when and where this "moot" is happening. When you figure that out.

1 +++ Defense
When a hostile force attacks or threatens one member of the accords. The whole of the accords will come to the aid of their ally.
2 +++ War
If a major power or settlement declares war on one member of the accords, they have declared war upon all members of the accords. And we shall act befitting our status of war against said common enemy.
3 +++ Training
The Shields of Guldorand, Thane's Kuldarn, Knights of the Order of the White Stag, Hawk'in Defenders of Bendir Dale, Cordorian Guard and Wardens, Shall engage in regular cooperative training, not only alone but with each other as the respective military forces of their settlements.
4 +++ Intelligence
The members of the Accords shall share information on threats that may trigger the defense or war articles with one another when possible and convenient.
5 +++ Command in Battle
In the event of battle the military force representing the lands upon which the battles take place. Shall take command of the Accords forces.
When it is unclear whom should be in charge of said forces. Or the military officers of the land are not present, The Accords forces will decide whom takes command.
5a) Forces under command of an Accords leader, shall retain tactical choice on how best to carry out orders given.

6 +++ Military Authority
Each member of the Accords will define their own internal military authority and command structure and will share information on the nature of said command structures, With other members of the Accords
7 +++ Changes in Military Authority
When a new commander of a Military force within the accords is selected to lead their own forces. They shall have a probationary period of 2 years w herein they cannot direct joint battles of Accord forces, except within their own lands.
If all other highest ranking commanders of fellow Accord military forces agree however, The Probationary period can be ignored. And the commanders given full right to direct joint battles.
8 +++ Civilian Authority
The Mayor of Guldorand
The Thane of the Dominion
The Mayor of Bendir
The Lord of the Order of the White Stag
The Chancellor of Cordor
The Archmagi of the Conclave
Are hereby defined as their respective civilian authorities
9 +++ Expansion of Membership
Forces or settlements that wish to join the Accords must get unanimous permission from the civilian authority of all members of the Accords to join.
10 +++ Removal from the Accords
A member of the Accords can be removed from the treaty by unanimous vote of the Civilian Authority of all other members of the Accords.
Member factions can also leave voluntarily on their own when desired by the civilian authority. Later attempts to re-join the Accords will treat them as new members however.
11 +++ Amending the Accords
When a member changes the name or titles of their organizations. This treaty will change to reflect the new terminology
When a member joins or an old member leaves or is removed from the Accords. This treaty will also change to reflect that.
For a structural change or amendment to be introduced to the treaty. All civilian authorities within the Accords must agree to the change.

12 +++ Conflict In the Accords
Members of the Accords that come into conflict with one another, Are to try to resolve the conflict diplomatically, And the accords as a whole may be called in to adjudicate or mediate if the conflict begins to threaten Accords stability.
13 +++ Biddable Properties
In the event that a member of the accords holds a biddable land. Members of the accords must make their intent clear if they wish to bid or not bid upon it, close to the timeframe of when bids open. And when brought up in accords meetings or upon request shall also be reviewed as a collective.
