Axehold Accords Stance on Minmir Zhentarim
Pirate Threat on Cordor
Dear Accords Ally,
It has been reported by the Knight-Admiral of Cordor that the pirate Drossiaco has publically proclaimed he will kill Chancellor Isabel of Cordor and any that stand with her. Drossiaco is said to have gathered all of the pirate remnants of Sencliff to his side for this purpose.
We would ask of our allies to be vigilent at this time; to be prepared for calls of assistance, and to offer no shelter to pirates that would seek to harm the duly elected government of Cordor.
The totality of the Administration of Cordor stands in solidarity with Chancellor Isabel.

Introduction
In adhering to the following requirements, the congregation of Minmir known as the Zhentarim will find peace with the members of the Axehold Accords. Eventually, after such a time that the congregation proves itself to not engage in the banned activities as listed below, in showing that they are sincere in making amends for their predecessors; they may find themselves capable of more open partnership with the Accords members.
For the purposes of this document members of the Axehold Accords include all citizens of the following settlements and organizations. All lands controlled by these same entities are considered Accords lands. Bendir Dale, Brogendenstein, Cordor, Darrowdeep (as vassal of Cordor), Guldorand, Soulhaven Monastery (as vassal of Guldorand), The Arcane Tower/Conclave, and The Order of the White Stag.

Requirements from the Axehold Accords
Leadership of the congregation in Minmir known as the Zhentarim will immediately post public notice meeting the following criteria:
1) Publicly denounce animation of the dead, and forbid all members partaking in the practice.
2) Publicly denounce the conjuration of devils, demons, and other fiendish entities, and forbid all members partaking in the practice.
3) Publicly denounce and forbid members partaking in the practice of slavery.
4) Renounce all claims to land other than the structure that is their keep/church.
5) Agree to a practice of cooperation whereby any member of the congregation shown to be guilty of crimes against settlements or individual citizens will be extradited to the aggrieved settlement for lawful judgement.
6) Agree that members of the congregation may not bear arms on Accords lands other than the MINIMAL required for defense against the wildernesses.
7) End all relationships and cooperation with Andunor or any of its entities.
8) Whilst on any land under the authority of an Accords' power, all members of the Zhentarim will submit without questions to that power's legislature.
9) No members of the congregation will ever initiate violence against citizens of the Accords, regardless of their location.
10) No member of the congregation will proselytize the faiths of their dark gods on Accords lands. This includes orating, written works, message boards, signs, as well as, any other method not specifically listed.

The Cost of Refusal
Should the Minmir congregation known as the Zhentarim refuse or fail to meet the requirements within three tendays of this statement, then the Axehold Accords, in its entirety, is prepared to impose further sanctions upon the congregation:
1) Members of the congregation will be forbidden by law to travel through any Axehold Accords lands, regardless of reason.
2) Any member of the congregation found in breach of this law will be met with the same violence and lack of mercy as any hostile force.
3) Members of the congregation will forfeit any protection or rights preventing Axehold Accord members from actively pursuing them.
