Changes to the Accords

I've read through the Axehold Accords and the Stone Alliance a bit more and have noticed the following were omitted:

-Warding

I've rewritten this piece myself now to reflect what we agreed upon at our recent meeting:

Members of The Hawkiin shall be permitted to be fully warded while in Brogendenstein, including the Golden Halls, while in pursuit of suspects or when investigating a case. Likewise, Kuldarn shall be permitted to be fully warded in Bendir Dale while in pursuit of suspects or investigating a case.

Kuldarn shall be permitted to bare arms inside Bendir Dale but must sheath their weapons at the request of Hawk'in personnel.

If a major power or settlement declares war on one member of the accords, they have declared war upon all members of the accords. We shall act befitting our status of war against said common enemy.

- Intelligence

The members of the Accords shall share information on threats that may trigger the defense or war articles with one another when possible and convenient.

- Prosperity

A) Merchants of both Brogendenstein and Bendir will offer rates as they would their own kin to each other.

B) Neither party will purchase more of any given resource so as to lower the stocks of the other below a stock of Fifty Thousand units, without explicitly expressed permission by the other Settlement.

Introduction

The following agreement (Hereafter "the Accord") constitutes the full and complete treaty between the Dominion of Brogendenstein (Hereafter "The Dominion"), Bendir Dale (Hereafter "Bendir"), and the Great Grotto (Hereafter "The Grotto") as of (Insert date of signing here). This treaty supersedes all treaties and agreements made before this date.

Article 1 Military Agreements

Section 1. Military Authority (Axehold Accords Article 6)

Each member of the Accord will define their own internal military authority and command structure and will share information on the nature of that command structure with other members of the Accord.

Section 2. Stone Alliance Creed of Battle

Subsection 1.Training

Military Training will take place at a minimum of once per year with members of the Bendir Military and the Dominion Military, to ensure constant readiness.

Subsection 2. Mutual Defense

Bendir and the Dominion both agree that the military of both settlements can be called upon by either settlement in time of need, for defense of the either settlement.

Subsection 3. Military Authority

In joint operations, on Dominion land, the most senior of the Dominion Military will take command. On Bendir soil, the most senior of the Bendir Military will take command. In all other areas, the most senior of either will take command.

Section 3. Naval Authority

The Dominion will have Authority in naval matters owing to their years of experience and greater capacity to deal with naval threats to the members of the Accord.

Article 2. Civil Agreements

Section 1. Civilian Authority (Axehold Accords Article 8)

The Thane (or Regent, if lacking a Thane) of the Dominion, the Mayor of Bendir, and the Caretaker of the Grotto will be defined as their respective civilian authorities.

Section 2. The Stone Alliance Creed of Justice.

Subsection 1. The Dominion grants Bendir the authority to extradite any wanted criminals from lands controlled by the Dominion, excepting Dwarves. In the event of a Dwarf having committed a crime against Bendir, or a crime on Bendir grounds, who seeks refuge in the Dominion, then the Dominion may decline to allow the dwarf to be extradited. Instead, the leadership of the Dominion agrees that Bendir may negotiate an amount of gold to be paid to Bendir in compensation for damages done. The Dominion promises that they will pose a fitting punishment upon the offender, and will inform Bendir of any actions taken.

Subsection 2. Bendir grants to the Dominion the authority to extradite any wanted criminals from lands controlled by Bendir, excepting Hin. In the event of a Hin having committed a crime against the Dominion, or a crime on Dominion grounds, who seeks refuge in Bendir, then Bendir may decline to allow the Hin to be extradited. Section 3. Biddable Properties (Axehold Accords Article 13)

In the event that a member of the Accord holds a biddable land. Members of the Accord must make their intent clear if they wish to bid upon it, close to the timeframe of when bids open.

Section 4. Relationship of the Dominion and the Grotto (The Shroud Charter)

Subsection 1. The Dominion's Oath to the Grotto

The Dominion swears an oath of constancy to the lands of the Grotto, instituting a veil of secrecy apart from the conflicts of the surface lands, and protection from which their home might live in a sustained period of calm.

It is the Grotto's expectation of the Dominion to keep them shielded from threats delving from the surface lands above, and aid in the protection of their lands from threats rising also from the depths of the Undercaverns and the dark city of Andunnor.                                                                                 

A veil of secrecy must be instituted and maintained by the Dominion over the Grotto lands and peoples, to ensure public knowledge holds at minimum, and the Svirfneblin home does not become the subject of nefarious factions or wide-eyed travelers alike.  

                                         

The Grotto also expects the Thane or elected Regent of the Dominion to remain interested with internal matters of the Grotto peoples, but further expects them to allow their caretakers to settle their own disputes in accordance with their own traditions.                                                                             

The Thane or elected Regent of the Dominion be also expected to act as a representative of the people of the Grotto's representative before the Earthkin Alliance in whichever form it might take, acting with their interests in mind with regards to their secrecy, even if this means making no mention of them within a discussion at all.

Subsection 2. The Grotto's Oath to the Dominion

The Grotto swears an oath of fealty to the Dominion, trusting the judgment of its Thane as their chosen representative before the Earthkin Alliance.

It is the Dominion's expectation of the Grotto to offer aid during times of crisis towards the protection of the Dominion, understanding how our fates are ultimately tied together.                                                 

Discoveries of experimentation into impressive machinery or mysterious magicks, be them illusory or other, shall be shared with the Dominion and their appropriate peoples to ensure their stronghold maintains the utmost capacity for the defense of their lands or offense away from it.                                                           

The Dominion also expects the caretakers of the Grotto to act with caution in dealings with the forces of the Undercaverns, especially with regards to the dark City of Andunnor, and to never put signature to agreements and treaties, either written or spoken, which threatens the integrity and health of our combined people.

Article 3. Administration of the Accord.

Section 1. Changes to the Accord (Axehold Accords Article 11)

Structural Changes to the Accord can be proposed by any Civilian Authority and will be passed if ratified by a unanimous vote of the Civilian Authorities of the Accord.

Section 2. Tribunal of the Accord (Stone Alliance, Creed of Justice: C)

Should a member of the Accord fail to uphold any article or section of the Accord, it is the right of any Civilian Authority to call a Tribunal consisting of all three Civilian Authorities or their chosen representatives. This Tribunal will have the authority, via a two thirds vote, to settle disputes and, if necessary, impose punishment on the offending party. The maximum punishment will be suspension of a signatory?s rights under this Accord until such time as the Tribunal agrees the dispute settled.
