The Township of Sibayad as governed by League of Merchants and Sibayadi Council

The current elected official of Greyport, upon signing of this pact, understand and agree that the clauses of non-aggression as detailed in this contract, apply only between each singular district to sign and the township of Sibayad.

Henceforth, in the writing of this, any mention of 'domain' refers to the direct grounds and property of a district of Andunor, or of Sibayad. Any mention of 'state' refers to the government, authority, and dominion of a district of Andunor, or of Sibayad.

1) Visitors to any of these domains, regardless of the origins, are expected to follow the law of the domain in question. Diplomatic discourse is paramount. However, undersigned parties acknowledge, that identities of potentially offending parties are not always known to the domain's state in which law was broken. Individual responsibility must also be considered, and citizenship does not give rights to draw the state into undue conflict as non-government position.

Violations within each domain conducted by individuals, whether independent or commissioned by a state, shall be handled within respective borders according to local law. Therefore, these will not be considered to be acts of hostile agents warranting retribution, either for the act of law violation or of due process.

Violations within each domain are considered on a case by case basis. If violations of law concern any officials, members of militia or marines, of any district or of Sibayad, all parties will agree to diplomatic discourse.

Similarly, diplomatic outreach will be done if lawless activity should, in any form, imperil the pursuit of mutual intent of peace between Sibayad and Greyport.

2) After diplomatic outreach, any evidence that such law violations are at any behest of any state, shall hold the state accountable.

Uninvolved states may validate and confirm if the evidence is sufficient to violate the agreement. Corroboration will take place for the pursuit of peace and justice in punishment, not for vengeance.

3) The freedom to move goods and freedom of trade, is paramount.

No effort is to be made by the signed parties to restrict these between any other state or domain. This is to include:

- The Saltspar Ferry
- Portal conjuration
- Physical or military blockades
- Passage at sea

4) With regard to the Saltspar Ferry, the Township of Sibayad affirms that it shall make no effort to assume control of the asset, so long as the Ferry is being used to facilitate passage between Andunor and Sibayad, and not utilised in hostile action against Sibayad.

5) No effort is to be made by signed states to perform espionage on another involved state. This include all attempts at scrying, unless there is permission given to this activity from a state to another, concerning only their respective parties. Reasonable awareness to ensure safety of each state's sovereignty is not forbidden, nor is it considered espionage.

This non-aggression pact is read, understood, and signed by the current Vizier of Sibayad.
