The cantons of the Earthkin Alliance do independently and without coercion enter into union and association with one another.
This association of sovereign cantons shall not infringe upon the cantonal laws of any territory belonging to it.

The Earthkin Diet
The Earthkin Diet is the supreme executive and governing authority of the Earthkin Alliance.
The Earthkin Diet embraces these affairs which the Diet has exclusive competence in.

Leadership
The Earthkin Diet has five permanent offices, three elected and two appointed by electors.
Princes of the Diet are:
*The Mayor of Bendir, ex officio
*The Thane of Brogendenstein, ex officio
*The Caretaker of the Great Grotto, ex officio
*A Bendir appointment
*A Brogendenstein appointment
If an ex officio prince of the Diet would choose not to exercise their right to the office, they must select a functionary to dependably exercise this power in trust.
Free and fair election is required of the sovereign cantons.
If external forces such as the Assassin?s Guild are found to be meddling in electoral affairs, the Diet has the authority to declare an election invalid in the eyes of the Earthkin Alliance and demand an express recount.
If the ex officio prince does not submit to recount, they may not exercise the powers that they hold ex officio under sanction of the Earthkin Alliance.
In the case of a cantonal election, the term of office for an ex officio prince does not end until a newly elected official validly takes office.
The appointed princes may customarily be occupants of certain cantonal offices per local custom.

Trustee
The Earthkin Diet shall be headed by a Trustee. The Trustee serves for a period of six months and is appointed directly by a cantonal government on a rotation. This is to prevent fatigue and give leadership equal opportunity to pursue ideas.
If a Trustee resigns before the six month period concludes, the appointing cantonal government may appoint a new Trustee to finish the term.
The Trustee is responsible for the organization of meetings of the Diet and the facilitation of the business of the Alliance.

Chambers
If actionable items come from deliberation, the Diet exercises its executive authority through the creation of Chambers, which may be temporary (Temporal Chambers) or permanent (Perpetual Chambers).
Temporal Chambers
Temporary Chambers are created and destroyed by the authority of documents, known as commissions of the Diet, that outline the boundaries of the Chamber?s operation and how they do business.
The Commission must include a defined goal and any parameters to complete it. The operations of a Temporal Chamber may not exceed that which is expressly given in the Commission.
Upon completion of the terms of the commission and the delivery of the report to the competent authority, the temporary Chamber is dissolved as a legal and practical entity.
Perpetual Chambers
Permanent Chambers are governed by documents - charters of the Alliance given by the Diet. A charter, like a commission, outlines the goals and limitations of the Perpetual Chamber and how they do business.

Finances
The Earthkin Alliance has no authority to levy taxes, even in non-cantonal territories which are under its immediacy.
The Earthkin Alliance subsists only on voluntary bequests by cantons and private donors.
If the need is great, the Earthkin Diet may form a Chamber to manage commerce or exchequer duties.

Ratification & Amendment
Any amendment to the constitution begins with a sponsor in the Earthkin Diet, who must be seconded by another prince of the Diet.
The Diet may deliberate the need for an amendment.
A temporal Chamber is given a commission with the express purpose to draft a proposal to the Diet, or examine any propositions.
The Temporal Chamber makes recommendations including any notes or opinions by individual members. The Diet may modify any proposal to preserve form or function or reject the proposal, sending it back to the temporal Chamber formed to deliberate the proposition or choosing to dissolve the temporal Chamber.
If the Earthkin Diet approves a draft for amendment to the Constitution, the text is sent to the cantonal authorities for ratification.
No amendment is ratified unless held unanimously by the cantons.
The mode of the ratification proceedings is the express purview of cantonal custom as determined by the elected leadership.

Interpretation
The princes of the Diet jointly exercise the competence to execute and interpret constitutional law.
However, in times of extreme doubt in matters of constitutional law, and if all other methods of clarification cannot prevail, a prince of the Diet may, if a peer seconds their motion, call an Ealdermoot - a body of all elders of the cantons.
Elders, in this sense, will include all past high officers of the cantons who do not presently serve. Past Mayors, Thanes, Caretakers, Wardens, et cetera.
The Ealdermoot will convene in all available haste and make a reading of the letter and spirit of the law. One from among them will deliver a report containing final determination to the Diet.
The promulgation of the Ealdermoot is immutable, save for a ratification of a resolution to the contrary.
