The FREE-PORT of WHARFTOWN, having divested itself of past leadership and outdated theocracies, AND having FREELY CHOSEN, to participate in a DIET (or council) consisting of Sencliff, Sibayad, and WHARFTOWN, in which WHARFTOWN has AUTONOMY to do as it will for its citizens, HEREBY wishes to, in the hope of peace make a FORMAL declaration of APOLOGY for any actions that were above and beyond the bounds of CIVILIZED WARFARE. The WAR, being one now coming to an end, was a CLARION CALL, for the COMMON and DECENT folk of WHARFTOWN to take the mantle of CHANGE upon THEMSELVES.
No WAR is without its TRAGEDIES and TRAVESTIES, the larger and TRUE POPULACE of WHARFTOWN wishes to make it known they regret such actions took place, and have made CHANGES to see they do not happen again.
