I have missed Cordor. We never got to have our dance. I'll do my best to be around. You deserve me. Especially after what you've done, and what I've done.

By the way. The shitshow bombing was a team effort between Morgan and I. Not just her. Family affair. Devices were old, old Spark Brothers munitions. On the verge of duds, they'd been sitting around so long. Sad none of them went off in time, though. Real sad. It was good to test reaction times.

An Answer from Amana

Thank you for asking these questions, it gives me the opportunity to address any misunderstandings. In the last year or so, I've been fairly quiet, yes, but not absent. I went to the mainland in Eleasias of year 111, and returned on the first day of Hammer, five months later. The trip was to give me some needed perspective about myself, and to visit my family on the mainland.

I've been present since then, but out of the the spotlight. I've other reasons for it, but it was primarily to see how things developed at the Tower without my influence there. I've spoken with Master Lortal on a number of occasions since Hammer 112, if you need further proof of my presence. I would daresay that it's more been my absence that has led to the Tower being empty as it is now.

It was my original efforts that brought it back to light, saw the repulsion of Sencliff, the removal of Mad Anshar and Amacceam when their efforts harmed the Tower, removal of other enemies.  However, I had to do an enormous amount of it by myself, and eventually burned out, hence the time away.

I have been a Councillor before, this isn't some trophy or new title for me.

It was a difficult year with my colleagues being largely absent from the political field, and despite my efforts, little was accomplished other than a raise in budget for the Guard, and approval for a Charity Ball being hosted in the Arena. Other than meetings with settlement leaders, that was about it for that year, the next saw an all new council.

Running for Council

Hello Cordor,

My intent is not to ask you to vote for me, but to vote for who you think is best for the City.

Right now, there is:

Adalbrandt, who has shown he has the sense of justice and will to see Cordor rise again in glory and power as a haven for all good people of the isle.

Storm Harthglen, former Commander who has weathered this isle's harsh lessons with an iron will, not bending in the slightest before the evils that have assaulted her through her years of service to Cordor.

Rosalie Rayanor, a Guardian of the Temple,  always there to defend the city from it's enemies, who has been there for the sick and injured that those enemies get to first.

If voted in, I look forward to working with any two of these upstanding people of Cordor. We have had our personal differences through the years, yes. Cordor's welfare is worth setting aside grievances.

The Browncloak Effect

Before reading this, I want you to think back. Have you ever heard of a mob in Cordor trying to burn down someone's house, then murdering them inside of it? No? Of course not, because it's not happened before the Browncloaks came to be. This is what happened to me. A mob of the common folk people armed with just fire and clubs, broke into my home and did just that.

I arrived to an execution in time to witness it. Two very obviously guilty warlocks indeed, even self-confessed. They were disposed of, and then I spoke with the General of the Browncloaks. I declared how they are feeding into people's fears, listened to their denials of having killed anyone from the Arcane Tower, and mentioned the blockade that's planned for a month or so from now.

They proceeded to throw stones, rats, and calling out that I was a warlock. Despite having absolutely no evidence, they were already convinced I was one. I doubt you need to wonder long about where they came up with the assumption. A declaration of a political manuever, and suddenly someone is a warlock. Thankfully, Laura Sinclair dispersed them, and I healed up the bruises.

I sent Kalika, present at the time, to have a look at my home, as it was mentioned by the crowd. It turns out they set out to burn down the 'warlock's' home, and some dozen of them jumped on me all at once. I was slain, and thankfully raised by Kalika. I would have been left to burn in my own home, otherwise. This is what the Browncloak mindset is doing to people. Who's next?

From the Tower to Councillors

We want the Browncloaks gone. Proof of their disbanding. The first attack was them, they have cause pain and havok in your city. They have, by all accounts, killed innocents. Their very existence is being used as a reason to attack the Tower.

At this point, the scale is balanced. Their destruction for the destruction they've caused us. The fear they've put into our students, and that people have ended up dead on Arcane Tower grounds in their name. Regardless of their past actions, whether it was them or not, this is where it stands.

We've stated our intentions, and given you fair warning to put affairs right. It's been over a year now since the first attack, and we have repeatedly approached you and your predecessors to see to the removal of these butchers.

Their very existence is an excuse for innocents to die with a minimum of proof, merely a rabid cry of fear from madmen. They cannot be tolerated further. The next move is up to you. See that it's the removal of the Browncloaks.

Accounts of Benwick incident

I, Bleakhart went onto a reasearch journey with the one known as "Zharrik" of the Arcane tower. During this trip, a number of things happened. We witnesses wraiths perform re-enactments of events that took place in Benwick. Such as a Trial, a paladin swearing his oath..

During this journey, I also took witness to Zharrik calling upon two vampyric warriors, alongside with what I belive to be A Dracolich. Whom he claimed was "Holy." These creatures made quick work of the devils- Which is a testament to his necromantic prowess.

At the second floor of Benwick keep- We bore witness to an spirit whom I belive to be either the Queen, or the high priestess speaking of her son, whom came to her, siphoning her power away.. And now she no longer had any more to give. A black skinned creature, standing at seven feet, appeared and ripped off her arm- Causing them both to vanish.

At the third, and final floor we met the creature after battling our way through hordes of devils. It stood between four mirrors.. Zharrik did not wish to engage it in combat. I, at this time wanted to leave. Instead he took to speaking to it, bargaining.. I did not hear the details, but we made our way out of the keep after that. This, Is my account. Jonathan P. Jonathan Bleakhart's experience

MIster Bleakhart was in his home, when he felt a sudden tug. He was conjured by Manobi, to the Astrolobe. Manobi and Zharrik were there, informing Jonathan about their search for voidstones. And Jonathan was to carry them. He did not bother argue with them, as they are both very powerful mages.

They spent hours searching for voidstones, but they found none. Instead, they found a circle. Zharrik ordered Jonathan to stand in the circle so that Zharrik could perform his twisted necromancy spells. Mister Bleakhart was blasted by every necromancy spell he knows.

Jonathan passed out from the blasting of spells, and when he woke up, he could not move. He had to crawl. They went through the Shadow Plane. Zharrik was furious that they found no voidstones. In the Shadow Plane, they ventured through the Underdark, from whence Manobi helped Mister Bleakhart out.

Finally, Mister Bleakhart returned to the Tower, making a hard effort, crawling his way up the stairs. He has been sitting here, waiting, for three hours, until I came across him upstairs in the Tower.

An Advisory Council recommendation to the Lord Patrician

Lord Patrician, we thank you for your intevention with the warlocks, the Browncoats are undertaking their task with admirable eal, yet we are finding that the impact on trade is becoming excessive.  The Browncoats seem ill equipped to differentiate between Warlocks and ordinary mages, the mages are not causing an issue.

well, the mages 'were' not causing an issue until targeted as Warlocks, which they are not.  We, your loyal diligent and faithful council, strongly recommend that the Browncloaks be recalled, allowing trade routes to be re-opened to the north, and the identification of warlocks be be undertaken by the panel designated for such.

Thankyou again for your aid in this matter, we are maintianing laws to see to the safety of the general populace, which the warlocks are breaching, and shall be dealt with accordingly.

Some Clarifications

Firstly: Fury deserves no mercy for what he's done. He's cut down our magi, and for that there should be no mercy. However, that being said, Sentinel Markum did arrange to stop the bloodshed, and I will support his peaceful resolution. There will be no further chances for Robert, should he break this, though.

While he isn't hunted now, he will be if he strikes again. He will be permitted only to shop or use the portal. He may not linger, due to his history of violence with us, and across the isle. We will not grant him sanctuary.

Roland Asen was briefly removed from the Rogue Magi list, on grounds that he considered it an insult by what he deemed an illegitimate Conclave. Upon this being granted, he showed his true colors, attacking for any reasons he could grasp at. He has brought the animated dead on Tower grounds. He has attacked leaders of settlements. He is a Rogue Magi, and to be avoided or removed.

Concerning the blockade: The Browncloaks of Cordor have assaulted us, leaving mutilated dead at our door. In reaction, we blocked the way into Cordor by the Trade Road, limiting the flow of gold. Because of this, the Council has beseeched Vetinari to disband them. An important note is that Sencliff forced their presence during this. We are not allied with them.

We are prepared to bring the blockade and more at the beginning of the year if the Browncloaks are not disbanded by then.

As the Tower's trusted advisor when it comes to Animation, she is deemed knowledgeable enough to decide whether or not Animation is appropriate, such as in an experiment or field lesson.

Transition to the New Ranks

Everyone except Archmages Willow and Angela are moved to basic ranks. I will be available as much as possible to handle interviews to decide rank and placement. (Typically Wed-Sun, 4-9 AM GMT, 12-5 AM EST. M&Tu, daytime.) You may be accelerated immediately to as much as Guardian or Mage, as Sentinel and Master require demonstration of capability.

The interviews will largely consist of answering questions and accepting your desired path, in addition to deciding on immediate promotion, if desired. One question I answer here: BOTH paths can make it to Archmage.

You can move from one path to the other, but you must start over. There will be a 'neophyte' stage if desired, where you can decide what path you want, but you will not get a wardstone. You can ask to be invited up, or go along with groups with the expectation of being welcomed.

A final note: Demotion is possible, particularly in the case of inactivity that has an appreciable effect on the tower. A majority vote by Archmages will determine this, though Masters and Sentinels may gain this power later on. This is all still a work in progress, but I want it to start out strong. Guardian Ranks

Recruit Guardian: A recruit is one that has just joined the Tower. A Recruit Guardian is expected to begin their path of utilising their magic in combat, and assist all Magi of the Tower on any field trips. They must obtain any materials needed by any member of the Tower within ability. They must learn how to properly utilise their magic in combat, AKA, what the Ghostly Visage spell is capable of.

Guardian: A Guardian is a trusted Battlemage of the Tower that has demonstrated their Arcane prowess. They are relied upon to protect the Tower, its members maintain order, and deal with any issues or threats that rise. Essentially, they are an extremely capable guard force whose authority should be respected.

Sentinel : A Sentinel is one of a select few that has mastered their spellbook and how to best use it on the field of battle. They show utmost loyalty to members of the Tower, and dedicate their free time to teaching Guardians (And Scholars if desired) in the art of Arcane battle.

For a Guardian to become a Sentinel, they must first request to an Archmage the desire, and then they will be asked to demonstrate their understanding of spells picked at random, and also put through a test of combat. Other tests may include the Guardian's ability to protect groups, and direct expeditions planned by them.

Scholar Ranks

Apprentice: An apprentice is one that has just joined the Tower. They must learn how to compile their own studies on any and all subjects. They must complete any tasks requested of them by higher ranking members. They must show unity to those in the Tower and establish contacts within the Tower.

Mage: A Mage, or Magus, is one that has demonstrated the ability to pick a subject, study it, then write about it in a clear way that others can learn from. They are encouraged to continue create new studies, assist apprentices with theirs, teach what spells they know to Apprentices and support the Tower whenever and where possible.

Master: A Master is one that has a firm grip of the Arcane, and has an understanding of how many of those spells work. A Master also displays a competent level of administration ability, whether that be teaching in a class room or taking groups on field studies.

For a Mage to become a Master, they must first notify an Archmage, then the Mage will be tested on their ability to handle groups of people, generate new ideas for the Tower, intellectual capabilities, commitment to the Tower, and general ability to teach.

Council Corruption and Violence

After removing the permanent exile of the widely known Banite Grendal Bloodwater by the use of illegally retained writs, Councilors Elizabeth Eliphelet and Isobella Kirin were charged with violation of council laws by Commander Harthglen. In response, the two Councilors attempted to change the violated laws with more illegal writs.

Upon charges, both Councilors fled Cordor, and removed the sum of 500,000 from the Cordor Treasury. Within a few days, Elizabeth Eliphelet returned to Cordor with Azyrah Melharoun of the Arcane tower, a small force of Banites, a handful of others, and her househould Guard Samantha Wolfheart and Ashara Aralakh.

Elizabeth and her army then proceeded to threaten anyone present with violence if they did not leave, and immediately murdered Commander Harthglen, Roberts of the Navy, and numerous bystanders in full view of Lord Vetinari's personal scribe.

Upon slaughtering everyone in the room, Elizabeth sent one of her accomplices to inform the Banite Anne Thrule of her new position of Commander of the Cordor Guard.

On Warlocks

We do not allow warlocks due to the nature of how they received their powers. The being that provides the power has influence over that person and their power, up to and including total control. Besides the security risk this poses, we are here to teach mastery of one's self and their powers.

A warlock has given up ultimate control of themselves and their powers are not their own. Without being the root cause of the flow of magic, there is nothing to teach. This is also why we do not allow Feylocks.

To put it in common terms, it would be like trying to teach a familiar instead of the mage they receive their power from.

Relevant Council Charter Extract

Councillors & Criminal Activity (Section 4 of 4)

   Any Councilor charged with a criminal offense of felony or capitol severity is to be arrested with the authority of the Guard Command Staff and tried by the Magistry. In the case of a councilor committing a violent crime, any ranking officer may make the arrest.

If found guilty, said Councilor is required to resign from office in addition to any other punishments levied. Refusal to resign shall result in imprisonment for the duration of what remains of their elected term.

   If said trial is delayed by more than one year at the fault of the Prosecution, then all charges are to be dropped and the accused Councilor may then pursue charges of wrongful prosection at their own discretion.

Request to the Council

I would like to do this citizen's list every year, comparing it to the previous year, to provide both transparency of government, and assistance to the various departments that depend on this information.

Examples include: Voting fraud investigations, background checks, duplicated records, exile avoidance, and, of course, checking to see that the homes owned, are owned by citizens.

In the interest of transparency, I am a registered felon, misusing my government power to attempt to sieze back a longtime home of mine. I request that this not bar me from providing this service to the City.

I need nothing more than to have written permission to show to Gerald. If the Council also wants a different month for me to work towards, I can do that as well. The current month is Ches, the third month. As well, I can make any changes to the structure, such as more than just the last year, or citizen or exile counts. Thank you.

Becuase of the loss of record and evidence, Angela's considerable contribution to the city as well as the fact that roughly five years have past since the last proven case against her, I have revoked Angela's Felony status.

She can now legally run for council once more and seek Citizenship, if she hasn't already. She is to be put on probation though: Any felonous acts from her within a year of posting this, may result in severe punishments.

As per the peace treaty between Wharftown and Cordor, written by Vanya Dae'ia, I request a tribunal to decide if the actions of Magistrate Euclio Cartan, Councilor Calor Valdoran and other Cordorian members..

... did indeed maliciously violate the agreed peace treaty. I believe Vanya Dae'ia would be best suited to judge the trial for each settlement to argue it's case as to why the peace treaty was violated...

... for her to give a fair and unbias judgement. If Vanya declares that Cordor did not break the peace treaty, I will accept the decision and seek reprisal against Cordorians who wronged my people...

If the trial determines that Cordor did indeed break the peace treaty, Councilor Calor Valdoran and Magistrate Euclio Cartan must be permanently deposed from their positions and banned from official position..

In Cordor in the future. Furthermore, Cordor will agree to extradite said two individuals into the custody of the Temple of Bane for deserved punishment. Cordor will also accept any verdict by the trial.

The Temple of Bane will also be permitted to bring other criminals to justice from it's lands without concern of Cordorian reprisal. If Cordor breaks these terms, it will result in a declaration of war with the settlement.

Abidan/Buffonery, Murder, Obstruction, Inciting Violence/Grendal

[Copy of Guard Report]                Large crowd had gathered around the elf and halforc in question. Abidan was baiting the halforc, insulting him, and trying to get him to fight him. The banite halforc just postured back. this went on, I tried to get them to go their separarte ways, they didnt. I informed Abidan he was breaking the law, he continued anyway.

It occurred to me that Abidan was beligerent and we would not be able to talk him down without placing formal charges and placing him under arrest, and so I suggested to PFC Davlamin(who had recently arrived on the scene) that charges be made of buffoonery and attempting to incite a riot. Abidan commented that if there were going to be charges, then he would at least

make sure it was worth it. He grabbed a scroll and read it off, then everything seemed to hiccup and next thing i know, he's midswing with a sword in hand attacking Grendal.  I tried to stop him, but I couldn't connect. The banite halforc fell in short order and was then hauled up by Abidan and taken out the gates. I tried stopping him with a holding neclace, but the magic wouldnt stick.

As he walked out of the Pax, Abidate stated many times he'd broken the laws of Cordor. Through the course of events, I made it known to him that murder penalties included removal of citizenship and exile. Witnesses included A woman named Jenna, the useless standabout mage, a man called Hal, PFC Davlamin Yurill, and various others I couldn't place. Hour 13, Day 24, Month 3, Year 94, Buster Roberts.

I am applying to aid Cordor in terms of trade and upkeeping of the local mercantile laws. I have long experience in civic service having served as a Myon Archmage for over twelve years.

Additionally, I kept a shop in Cordor for over a decade, I am aware of the local laws and the importance of commerce to the city. I am hard working, trustworthy, and reliable at my tasks and come with excellent references.

I believe that it would be in Cordor's best interests if Mayor Rift of Wharftown were invited to the next Council Meeting in order to discuss relations between the two cities.

The Amnesty Clause may no longer be necessary, but the treaty itself remains a good foundation for peaceful relations.

Application for Trade Commissioner

I believe I would be a good candidate for this position, as I am currently in charge of the upkeep of the graveyard and currently manage a successful shop here in the city.

In Bendir, I served long ago by the side of Mayor Highhill in diplomatic and trade relations, and I stepped in as a temporary leader and raised funds when our treasury was robbed by Refestus Fizzlebiscuits.

The quality of the shops and taxes directly influence the stability of the city, and innovative ideas are always needed for our supply of resources. It is with this understanding that I am applying for this position. Thank you.

Topics to cover at the time of this writing: Magistrate and Trade Commissioner appointments, discussion of Abidan's case, discussion of the Bramble Watch's requests concerning citizenship.

Requested before the meeting: Kregor Boldheart or other representative of the Watch prepare an argument for their case. Interview by Francisca Highhill for Trade Comissioner by a Councillor.
